* Examples: A dwarven culture, where enclaves of gnomes are found in the larger cities and in certain geographical regions; a metropolitan merchant republic mostly populated by humans, but with elves and ogres found in sizable numbers and considered equal citizens; a hobgoblin hegemony where goblins and bugbears are used as slaves and enforcers, respectively.
